We recently spoke with Marisa Simmons, Practice Manager at Beacon Hill Legal in Washington, D.C., about the challenges and opportunities shaping the region’s legal hiring market. With more than a decade of experience in legal staffing and recruiting, Simmons shared her perspective on market demand, candidate expectations, and the role recruiters play in helping firms and attorneys find the right fit.

Both Attorneys and Employers Face a Competitive D.C. Market

Washington, D.C. remains one of the most competitive legal markets in the country, shaped by the presence of government agencies, regulatory practices, and Big Law powerhouses. Litigation is consistently busy, though Simmons cautioned that this activity does not always signal growth.

“Right now, you’ve got a flooded market when it comes to lawyers in D.C.,” she explained. “Firms are seeing twice as many résumés as usual, but they’re still looking for the same credentials.”

She added that a growing number of government attorneys are looking to move into private practice, which creates both opportunity and complexity. Many bring sophisticated experience, but potential conflicts and firm compatibility can make transitions difficult. “Firms are open to government attorneys, but they still want to see someone who has practiced at a high level and can adjust quickly to the pace and expectations of private practice,” Simmons said.

Market uncertainty has also influenced hiring behavior. Regulatory fluctuations, election-year factors, and slower transactions have made some firms cautious about expansion. “Between regulatory uncertainty, interest rates, and the economic environment, many highly qualified attorneys would rather stay where they are,” Simmons observed.

Transactional work has slowed in several areas, while litigation remains steady and may even increase as business conditions fluctuate. Looking ahead, Simmons expects growing demand in restructuring and bankruptcy, while counseling-heavy antitrust and white-collar work could temporarily reduce demand for junior associates.

What Employers Need to Know

On the employer side, attracting top talent is also highly competitive. Firms in D.C. often focus on a narrow profile. “The ideal candidate for many of our clients is a mid-level associate coming out of a top firm with strong credentials,” Simmons said.

But expectations are shifting. Attorneys are not just chasing higher salaries. They are weighing work-life balance, mentorship, and cultural alignment just as heavily as compensation. Younger attorneys, in particular, look for in-office training and direct supervision, while more senior lawyers often value flexibility and remote options. “That divide really shapes how candidates think about fit,” Simmons noted. Employers that can balance both expectations position themselves to compete more effectively for talent.

Firms and legal departments also face pressure to adapt their hiring processes. “The firms that succeed in this market are the ones willing to move quickly and clearly. If you wait too long or assume a candidate will stay on hold, you risk losing them to a competitor.” Recruiters help employers navigate these pressures by preparing them to act decisively and by matching cultural fit as well as credentials.

Recruiters Step in When Searches Stall

Simmons explained that firms often turn to recruiters when traditional hiring channels fall short. “We are able to introduce them to candidates they would never otherwise see,” she said. In many cases, firms reach out after posting a job for months and receiving résumés that do not measure up. “By that point, the market has already seen the posting, and the search has lost momentum. That is usually when it is time to bring in a recruiter.”

She also encourages employers to build recruiter relationships early. “It is much easier to make the right match when we already understand a client’s culture and long-term needs,” she said.

For candidates, working with a recruiter provides both advocacy and insight. “I can boast about them to a firm in a way the candidate might not feel comfortable doing,” Simmons added. She also stressed the importance of transparency. “Be honest with your recruiter. The more we know, the better we can represent you and the more likely you are to land where you belong.”
